Why not ICMP ping?
Many networks drop ICMP. TCP connect to :443 is a practical fallback.

We refuse private, loopback, link-local, and similar SSRF-sensitive ranges.
Is this a port scanner?
No — only :443 connect timing for latency, plus DNS resolution.
